A seat is an active user. Someone marked as having left stops consuming one, so a leaver frees their seat up for the next person without a plan change.
echoMike says Plan limit reached and links straight to billing. On Starter, Pro and Business you can add storage in 25 GiB blocks, up to four blocks. Beyond that, and on Enterprise, storage is agreed with us.
Nothing. It stays exactly where it is, and moving to a paid plan will not cost you any of the projects, surveys, flight areas or settings you have built up.
